About this opportunity

The City of Amarillo is requesting qualifications for forensic audit and related professional services on an as-needed basis under RFQ 317-26, with proposals due September 10, 2026 at 3:00 p.m., and questions due August 24 at 3:30 p.m. The RFQ does not solicit for a specific defined engagement but rather seeks to prequalify a pool of firms with demonstrated governmental and municipal forensic audit expertise.

Respondents must have professional experience serving municipalities, counties, authorities, school districts, or other governmental entities within the past five years and hold relevant certifications such as CPA, CFE, CFF, or CIA. Desired service areas include financial statement verification, asset tracking and capital asset review, internal control assessment, transaction-level testing, investigative review of suspected irregularities, debt and grant funding analysis, construction in progress review, utility processes and revenues analysis, and reporting to management and governing bodies.

A local-preference consideration under Texas Local Government Code Section 271.9051 applies: vendors with principal place of business in Amarillo city limits whose bid falls within 5 percent of the lowest non-local bid price may be awarded if the City determines in writing they offer the best combination of price and economic development opportunities. Local preference does not apply to construction projects over $100,000 or to telecommunications and information technology bids.

The City will evaluate submissions on a 100-point scale: qualifications and governmental experience (35 points), key personnel and professional credentials (20 points), technical approach and forensic capabilities (20 points), governmental client list and references (15 points), and independence, disclosures, and responsiveness (10 points). Proposals must not include pricing; any response containing pricing will be rejected. Respondents must submit a sample contract used for forensic audit services. Professional Liability Insurance of $1,000,000 per claim is required. Responses remain valid for a minimum of 120 days. Contract award is subject to Amarillo City Council approval. The City's Audit Committee may participate in interviews and review of qualifications. Proposals are submitted electronically through the City of Amarillo's Euna Procurement platform.
