The Texas Health and Human Services Commission is requesting bids for tire repairs and maintenance services for the Brenham State Supported Living Center under IFB HHS0017695, with responses due October 19, 2026 at 10:30 a.m. Central Time and questions due October 5, 2026.

The scope encompasses tire removal and installation, wheel inspection and cleaning, tire mounting and balancing, valve stem service, tire inflation, wheel lug tightening, final inspection, old tire disposal, and associated paperwork. Each tire installation is expected to require approximately 45 minutes to one hour per vehicle. The contractor must maintain a physical location within 30 miles of the facility and respond to service calls during regular business hours (Monday through Friday, 8 a.m. to 5 p.m. Central Time) within one hour of notification.

Bidders must demonstrate a minimum of one year of relevant experience and provide three verifiable references for similar services completed within the last two years. The contractor must carry comprehensive insurance including workers' compensation, commercial general liability ($1 million per occurrence minimum), commercial automobile liability ($1 million combined single limit), professional liability ($1 million), and umbrella liability insurance ($1 million).

Pricing must be submitted as firm, fixed prices on Exhibit C, including hourly rates for services during normal and outside normal business hours, and a percentage markup over cost for parts not to exceed 20 percent. The historical annual spend for these services is $5,000, provided as a guideline only and not a guarantee of volume.

The contract term runs from the award date through August 31, 2027, with three optional one-year renewal periods (September 1, 2027 through August 31, 2030). Both HHSC and the Department of State Health Services may utilize the resulting contract. Mandatory submissions include completed Exhibits A (HHS Solicitation Affirmations), C (Pricing Sheet), and D (Bidder Reference and Contractor Qualifications Form), plus any applicable addendum acknowledgements. Bidders may submit an optional response through the HHS Online Bid Room, which requires IAMOnline registration.
