About this opportunity

The Texas Health and Human Services Commission is requesting bids on interior and exterior doors installation and repair services for the Lubbock State Supported Living Center under IFB HHS0017458v2, with bids due July 14, 2026 at 10:30 a.m., and mandatory on-site visits on July 7, 2026 at 10:00 a.m. and 2:00 p.m. Bidders must be located within a 20-mile radius of the facility—a geographic requirement that functions as a de facto preference given the facility's remote West Texas location.

The scope covers installation, demolition, removal, and repair of commercial-grade hollow metal and wood doors rated one-hour fire-rated, 1.75 inches thick, in various widths and heights. The contractor must measure doors prior to ordering, provide written repair estimates with warranties, and respond to service calls within 24 hours during business hours (Monday–Friday, 8:00 a.m.–5:00 p.m. Central Time) and within one hour for emergencies. Pricing is firm and fixed, submitted on Exhibit C, covering all labor, tools, transportation, equipment, materials, and supplies; markup on parts is capped at 20 percent. A HUB Subcontracting Plan is encouraged but not required.

The contract term runs from award through August 31, 2026, with a potential one-year extension at HHSC's discretion. Both HHSC and the Department of State Health Services are entitled to use any resulting contract. Insurance requirements include Workers' Compensation ($1 million per occurrence), Commercial General Liability ($1 million per occurrence / $2 million aggregate), Commercial Automobile Liability ($1 million), Professional Liability ($1 million), and Umbrella Liability ($1 million). Bidders must demonstrate a minimum of three years of relevant experience and provide three verifiable references for similar contracts completed within the past year. The questions deadline is July 8, 2026 at 12:00 p.m., with responses posted July 10, 2026. Required submissions include completed Exhibit A (HHS Solicitation Affirmations), Exhibit C (Pricing Sheet), Exhibit D (Bidder Reference Form), Exhibit F (Texas Identification Number Form 4109 if applicable), documentation demonstrating financial capability and solvency, and any issued Addendum Acknowledgement Forms. Failure to submit Exhibit A or Exhibit C results in bid disqualification.
