About this opportunity
The Texas Health and Human Services Commission (HHSC) is requesting bids on non-emergency ambulance services for El Paso State Supported Living Center (EPSSLC), with responses due September 1, 2026, at 10:30 a.m. Central Time and questions due August 25, 2026.
The scope covers scheduled patient transfers to hospitals and medical facilities, routine treatments such as dialysis and chemotherapy appointments, and discharge support following hospital stays. Services are required Monday through Friday from 8 a.m. to 5 p.m. Mountain Time with a four-hour response requirement. Ambulances must be equipped with Basic Life Support equipment including oxygen, airway management tools, stretchers, and automated external defibrillators (AEDs), and staffed with certified Emergency Medical Technicians (EMTs) or Advanced EMTs.
Bidders must demonstrate a minimum of three years of relevant experience, provide three verifiable references for similar services completed within the last three years, and maintain comprehensive insurance coverage including Workers' Compensation ($1,000,000 per accident), Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Commercial Automobile Liability ($1,000,000 combined single limit), Professional Liability ($1,000,000), and Umbrella Liability ($1,000,000). A HUB Subcontracting Plan is encouraged but not required.
The contract term is three years, beginning September 1, 2026, and expiring August 31, 2029, with one potential one-year extension at HHSC's discretion for transition purposes. Historical annual spending is $24,000, provided as a guideline only and not guaranteed. Pricing must be firm and fixed for the contract life, submitted via the provided Pricing Sheet (Exhibit C), and include all labor, equipment, materials, and supplies.
Award is based on bidder qualifications, ability to meet performance requirements, and price, with selection made on best-value basis rather than lowest price. Mandatory submittals include completed HHS Solicitation Affirmations (Exhibit A), Pricing Sheet (Exhibit C), Bidder Reference Form (Exhibit D), EMT and applicable certifications with Basic Life Support CPR cards, and documentation of financial capability and solvency. Both HHSC and the Department of State Health Services (DSHS) are entitled to use any awarded contract. Responses may be submitted via the optional HHS Online Bid Room or other methods specified in the solicitation package.
