About this opportunity

Huron Valley Schools, in partnership with the CoPro+ cooperative purchasing program managed by the Public Procurement Institute of Michigan, is requesting qualifications for football equipment reconditioning services and new athletic equipment on an as-needed basis under RFQu HV-805-090826, with proposals due November 13, 2026. All awarded vendors must hold current NOCSAE licensing for helmet and faceguard recertification — a mandatory capability filter.

The scope spans five service categories: football helmet reconditioning and recertification; football faceguard inspection and reconditioning; shoulder-pad reconditioning and repair; new and replacement football equipment and parts; and other athletic equipment. The pricing schedule (Attachment A) includes 21 line items for reconditioning services (disassembly, inspection, cleaning, shell preparation, reassembly, recertification, labeling, and quality control); 36 line items for new equipment including helmets from Schutt and Riddell, facemasks, protective pads and girdles, uniforms, cleats, gloves, footballs, and baseballs; and 16 line items for other sports balls from Rawlings, Wilson, Adidas, and Penn. Proposers must provide detailed product brochures, catalogs, and manufacturer specification sheets in PDF format and indicate whether service components (disassembly, installation, shipping, warranty) are included in submitted unit prices.

The resulting contract is a statewide cooperative agreement with a three-year initial term and two optional one-year renewals. Multiple vendors may be selected; no minimum purchase volumes are guaranteed. F.O.B. destination pricing with freight prepaid applies under Net 30 payment terms. Proposers must include a 2.0% administrative and remittance fee payable to PPIM in pricing.

Evaluation allocates 40 points to statement of work quality, 10 points to company profile, 20 points to customer references (minimum three required from the past five years), and 30 points to pricing. Proposer questions are due October 26, 2026. Award decisions are anticipated in November or December 2026.
