About this opportunity

The South Dakota Department of Agriculture and Natural Resources is seeking a qualified contractor to conduct a comprehensive Food Waste Composting Feasibility Study through a Request for Proposal (RFP) issued on March 24, 2025. The primary objective of this procurement is to develop an in-depth understanding of food waste composting volumes, technologies, and implementation methods suitable for South Dakota communities and landfills. Key deliverables will include a detailed study identifying recommended food waste volumes, potential composting technologies, and a pilot project implementation strategy with an interested community or landfill partner. Proposals are due by 5 PM CT on April 24, 2025, with an anticipated award and contract negotiation date of May 23, 2025. The one-year contract will require proposers to demonstrate expertise in waste management, composting technologies, and the ability to conduct comprehensive feasibility assessments. Evaluation criteria will likely focus on the proposer's technical approach, past performance, project methodology, and ability to identify and execute a potential pilot project. Interested parties must submit inquiries via email to Nick Emme at nick.emme@state.sd.us, with the subject line "RFP # 25RFP14087" before the specified deadline.

While the RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises, the document suggests a competitive procurement process open to qualified contractors with demonstrable expertise in waste management and composting technologies. The study aims to generate actionable guidance and regulatory requirements for future food waste composting operations in South Dakota, indicating a strategic approach to waste management innovation. Although specific budget details are not explicitly stated, the RFP indicates that the total contract amount will be determined through negotiation, with costs evaluated independently from the technical proposal. Proposers may submit multiple cost proposals and must include comprehensive expenses related to the study, including travel, materials, and potential pilot project implementation. The state reserves the right to negotiate with the highest-ranked offeror to develop a cost structure that satisfies project requirements, suggesting flexibility in the procurement process and potential for comprehensive, tailored solutions to food waste composting challenges.
