About this opportunity
The State Fiscal Accountability Authority (SFAA) is soliciting proposals on behalf of Central Carolina Technical College (CCTC) for comprehensive food services operations through a re-solicitation process. The procurement seeks a qualified contractor to provide "Grab and Go" food services, including breakfast, lunch, snacks, and beverages with diverse and nutritious menu options. Service hours are specified as Monday through Thursday from 7:30 AM to 9:30 AM for breakfast, 11:00 AM to 1:30 PM for lunch, and 2:00 PM to 4:00 PM for snacks, with potential schedule adjustments based on student demand. The contractor must maintain a Health Department Grade "A" rating, provide an on-site Food Service Director with a minimum two-year degree in food service or equivalent, and furnish employees with uniforms and nametags. Proposal evaluation will be weighted across three key criteria: technical approach and capabilities (40 points), pricing (35 points), and experience (25 points). Critical dates include a question submission deadline of December 12, 2025 at 11:00 AM EST, proposal due date of January 12, 2026 at 11:00 AM EST, and award notification scheduled for April 10, 2026.
The contract will be structured with an initial one-year term and four potential one-year renewal options, creating a maximum five-year contract period from April 22, 2026 to April 21, 2031. Pricing is based on a mandatory minimum commission structure of 12% on gross sales, with estimated annual sales of $252,283. Contractors are permitted to propose alternative incentives in lieu of the commission percentage and must outline any anticipated capital investments or renovations, including financing and recapture methods. CCTC will provide limited infrastructure, including space, water, electricity, and telephone service, while the contractor assumes full responsibility for personnel, licensing, permits, food acquisition, equipment maintenance, and fiscal record-keeping. The contractor must comply with federal, state, and local regulations, including the Affordable Care Act, occupational safety requirements, and fair labor standards. Site visits are available by appointment only with Cheryl Allen-Lint (allenlintcr@cctech.edu) prior to 11:00 AM EST on November 22, 2025, with contractor personnel required to be fully insured and bonded.
