About this opportunity
Movement School South Fulton is requesting proposals from qualified Food Service Management Companies to provide comprehensive food service management services for the 2026–2027 school year, with proposals due August 28, 2026 at 12:00 p.m. EST. The contract will govern operation of the school's Child Nutrition Programs, including the National School Lunch Program and School Breakfast Program, in compliance with all USDA, Georgia Department of Education, federal, state, and local requirements.
The FSMC must select either a cost-reimbursable or fixed meal price proposal format. For fixed-price contracts, the FSMC proposes a fixed rate per meal or meal equivalent; the current lunch meal equivalency rate is $4.71 based on federal reimbursement rates and USDA donated foods values. Annual price increases may be allowed based on the Yearly Percentage Change in the Consumer Price Index with State Agency approval. The SFA will conduct all purchasing for the School Nutrition Program; the FSMC must comply with requirements to purchase domestic foods and, when cost and quality are equal, agricultural products produced or processed in Georgia.
The contract term runs September 15, 2026 through June 30, 2027, with potential renewal for four additional one-year terms upon mutual written agreement. Payment terms require invoicing within 15 days after each accounting period with net 30-day terms.
Evaluation criteria are weighted as follows: cost and financial proposal 35 points; service capability plan 25 points; experience and references 10 points; doing business with like school systems 5 points; financial condition and stability 5 points; accounting and reporting systems 4 points; personnel management 4 points; innovation 4 points; and promotion of the school food service program 4 points. The FSMC must maintain comprehensive insurance coverage including general liability of $2 million, automobile liability of $1 million, workers' compensation with employer's liability of $1 million, and excess umbrella liability of $1 million, with the SFA named as additional insured.
The pre-proposal meeting was held August 7, 2026. Written questions were due August 14, 2026. The private proposal opening is scheduled for August 28, 2026 at 2:00 p.m. EST.
