About this opportunity

The City of Victoria's Department of Parks & Recreation is seeking food vendors to provide concession services for two sports complexes: the Adult Softball Complex at 510 Proctor Street and the Youth Sports Complex at 105 N Ben Wilson. This Request for Proposals (RFP) requires vendors to supply all necessary equipment, materials, supplies, labor, permits, insurance, and licenses to operate food and beverage concessions during scheduled games, tournaments, and league play. The procurement process involves a comprehensive evaluation of proposals based on multiple criteria, including monthly lease payment (30%), operational and financial plan (20%), vendor experience (20%), management team experience (15%), and financial evaluation (15%). A pre-proposal meeting is scheduled for October 15, 2020, at 10:00 AM at the Adult Softball Complex, with proposals due on October 27, 2020, at 1:00 PM CST. The anticipated contract term is one year, from January 1, 2021, to December 31, 2021, with potential for four one-year renewals.

While no specific set-aside designations or restrictions on vendor types are explicitly mentioned, the RFP requires vendors to demonstrate operational capability, financial stability, and relevant experience in food service management. Historical concession rates have ranged from $2,200 to $2,625 per complex, with recent years showing a consistent $1,000 per complex monthly rate. The city will provide some equipment as listed in Exhibit C, but vendors are responsible for supplying most necessary concession equipment and maintaining the facilities. Vendors must develop a comprehensive menu offering and comply with operational guidelines for both complexes. The contract appears to be structured as a lease arrangement, with the successful vendor paying a monthly fee to the City of Victoria for the right to operate concessions at these sports facilities.
