About this opportunity
The State of California Military Department has issued an Invitation for Bid (IFB) #37623 for refuse collection and disposal services at FMS 17, located at 3171 Armstrong Street in San Diego, CA. The procurement is specific to San Diego County and will cover a 36-month period estimated to run from April 2026 through March 2029. The contractor must provide weekly trash, recycling, and organic waste collection services, which includes delivering and maintaining two 3-cubic yard trash containers, one 3-cubic yard recycling container, and one 64-gallon organic/green waste container. Key deliverables include maintaining containers in serviceable condition at no additional cost, with drop-off at contract commencement and removal upon contract conclusion. The bid must be submitted as a single lump sum quotation covering the entire contract period, with required cost breakdowns by year and service type. Important procurement dates include a Q&A deadline of January 12, 2026, at 2 PM PST, and a bid submission deadline of January 20, 2026, at 2 PM PST. Award will be made to the lowest responsive bid from a qualified, responsible bidder.
The solicitation includes provisions for Small Business Preference, offering a 5% discount for small businesses and a 5% incentive for non-small businesses committing to subcontract at least 25% of the net bid price to certified small businesses. While Disabled Veteran Business Enterprise (DVBE) participation requirements have been waived, DVBE subcontractor participation is encouraged. Bidders must provide evidence of insurance, including commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), automobile liability ($1,000,000 per occurrence if applicable), and statutory workers' compensation with employers' liability limits of $1,000,000. Multiple certifications are required, including the Payee Data Record, Bidder Declaration, DVBE Declaration, Darfur Certification, Civil Rights Laws Certification, and CalRecycle 074 postconsumer content certification. Failure to submit these documents may result in bid rejection. Although no specific budget range is provided, the comprehensive requirements suggest a potentially significant contract value for a three-year refuse collection and disposal services agreement.
