About this opportunity

The California Military Department has issued an Invitation for Bid (IFB) for comprehensive rollup door repair services at Facility Maintenance Shop (FMS) 10, located at the Los Angeles Armory. The project requires a contractor to furnish all labor, equipment, materials, and permits to perform detailed repair work, including demolition of existing safety devices, replacement of a non-operational 1 HP door motor, servicing of six bay rollup door curtains and motors, and installation of new safety devices and control stations. Prospective bidders must possess a California Contractors State License Board Type D-28 (Doors, Gates and Activating Devices) license and are required to attend a mandatory pre-bid job walk on December 3, 2025, at 10:00 AM. All questions must be submitted to Joy Lubic via email by December 9, 2025, at 4:00 PM, with the bid opening scheduled for December 18, 2025, at 2:00 PM. The contractor will have six months to complete the work, and all submissions must be emailed to PWC@cmd.ca.gov with a specific subject line.

The procurement includes set-aside preferences for Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) entities, with potential preference points up to 5 percent each or 10 percent combined. Bidders must submit comprehensive documentation, including a noncollusion affidavit, DVBE declarations, small business certifications, and civil rights certifications. The contract requires bid bonds of at least 10 percent for contracts exceeding $25,000, with performance and payment bonds of 100 percent of the contract amount. Insurance requirements include general liability of $1,000,000 per occurrence, motor vehicle liability of $1,000,000, and statutory workers' compensation insurance. Progress payments may be authorized up to 95 percent of completed work value, with a 5 percent retainage held until final acceptance. While no specific budget range is provided, the complexity of the work and required documentation suggest a significant investment in door repair and safety system upgrades for the Los Angeles Armory facility.
