The Texas Department of Public Safety is soliciting bids under Invitation for Bid 405-27R0001703 for 1,280 Federal Motor Carrier Safety Regulations (FMCSR) books, 935 Hazardous Materials Regulations (HMR) books, and shipping services, with responses due 5:00 p.m. Central Time on November 12, 2026. Contract award is anticipated November 19, 2026.

The FMCSR books are spiral-bound, 440 pages, and updated through March 2026 (SKU 25R-001-26). The HMR books are spiral-bound, 785 pages, and updated through March 2026 (SKU 49R-001-26). Delivery is to 6200 Guadalupe, Austin, Texas 78752. Bidders submit by email to DPS_Solicit_Response@dps.texas.gov or through the DPS Online Bid Room, acknowledge all addenda, and price on the mandatory pricing schedule, including all costs, fees, and delivery expenses. The contracted price is the contractor's sole compensation.

Bidders must document financial resources and ability to perform, including audited financial statements for the last two years or alternative documentation of financial stability, and must carry general liability insurance appropriate to the industry. The accompanying Information and Certifications Form requires a Historically Underutilized Business (HUB) status declaration, foreign ownership and control certifications under Executive Order GA-48, and boycott and foreign-adversary certifications. Billing requires a Form AP-152 Texas Identification Number application and a Form W-9.

The contract is non-exclusive, carries no minimum compensation, and operates on an as-needed, as-requested basis. The initial term runs one year from the purchase order's effective date, and DPS may extend performance up to six months for re-advertising, award of a new contract, or transition. DPS will not pay until the Contract Monitor provides written approval accepting the commodities and authorizing invoice submission.

Bids are evaluated on best value under Texas Government Code 2156.007, with past performance measured through the Vendor Performance Tracking System and other sources.
