About this opportunity

Flying W Municipal Utility District in Comal County, Texas is soliciting bids for site clearing, grading, sedimentation and erosion control, street drainage, sanitary sewer, water, and dry utility infrastructure for a 71-lot single-family residential subdivision and amenity center improvements under project Flying W Unit 3, with electronic bids due July 30, 2026 at 2:00 p.m. Local Time. Prevailing wage requirements under Texas Government Code Chapter 2258 apply.

Bidders must demonstrate successful completion of five similar projects in the San Antonio MSA over the past three years and hold a valid Texas contractor license (or out-of-state incorporation authorization if applicable). All bidders must submit a completed Texas Ethics Commission Form 1295 with certificate number; failure to do so results in contract non-award. A non-mandatory pre-bid conference is scheduled for July 14, 2026 at 2:00 p.m. via Microsoft Teams.

The scope encompasses miscellaneous items (mobilization, bonding, insurance, clearing and site preparation), stormwater pollution prevention (silt fence, rock berms, gravel inlet filters), grading (excavation, embankment, retaining walls), sanitary sewer infrastructure (pipe installation at various depths, manholes, televising, service laterals), water systems (PVC and ductile iron mains, gate valves, service connections), drainage structures (reinforced concrete pipes, inlets, riprap, revegetation), roadway improvements (asphalt paving, curb and gutter, sidewalks, signage), and dry utilities (conduit, pullboxes, transformer foundations). Electronic bids in duplicate must be submitted through www.CivcastUSA.com.

The successful bidder must demonstrate a construction start date of September 1, 2026, street paving commencement by March 1, 2027, and Substantial Completion by March 31, 2027—a total Contract Time of 210 calendar days after Notice to Proceed plus 30 additional calendar days for Final Completion. Bid security of two percent of the total bid amount (bid bond or certified/cashier's check), performance and payment bonds each at 100 percent of contract price, and a one-year maintenance bond for ten percent of construction costs are required. The surety must hold a Texas permit, maintain a Best Key Rating of "B+" or better, and be authorized to issue bonds in Texas. The District, as a political subdivision, is exempt from Texas sales and use taxes; contractors must pass through applicable tax savings. Notice of award will be issued within 60 days of bid opening; the successful bidder must return fully executed contract documents within seven calendar days of award or forfeit bid security.
