About this opportunity

Trinity Metro, the Fort Worth Transportation Authority, is seeking proposals for RFP #26-T006 to replace an outdated fluid management system located at 1601 E El Paso Street in Fort Worth, Texas. The procurement involves removing existing consoles, probes, and sensors and installing a new Veeder-Root TLS 450 Plus system with printer and probe/sensor modules for comprehensive liquid tank monitoring. Contractors must provide continuous inventory monitoring, electronic line leak detection, complete inventory reports, programmable alarms, inventory reconciliation reporting, and fuel management capabilities, preferably with a web-accessible interface. The proposal requires adding inventory probes and sensors to all liquid tanks, sumps, and floor sumps, with the system needing to meet all state and federal regulatory guidelines for safe practices and environmental compliance. The RFP was released on November 5, 2025, with proposals due on November 26, 2025, at 2:00 PM CST, and the anticipated contract term is three years with two optional one-year renewals, with potential contract execution in January/February 2026.

While no specific Disadvantaged Business Enterprise (DBE) goal is established, DBE participation is encouraged for this project. The contract will be a fixed-price arrangement with monthly invoicing and net 30-day payment terms, partially funded by Federal Transit Administration capital grants and Texas Commission on Environmental Quality grants. Contractors must comply with Davis-Bacon wage requirements under wage determination number TX20250270. The project is located within Tarrant County and focuses on replacing the current Red Jacket 1401 system, which is believed to have communication issues between sensors/probes and the monitoring panel. Though no specific budget range is explicitly stated, the complexity of the fluid management system replacement and the requirement for comprehensive monitoring and reporting suggest a significant investment in technology infrastructure and environmental compliance.

Trinity Metro is seeking proposals to replace the current Red Jacket 1401 system, which is outdated and inoperable at 1601 E El Paso Street, Fort Worth, TX 76102. We believe it is a communication issue due to the distance between the sensors/probes and the monitoring panel. We are seeking to replace the current inoperable system with a Veeder-Root TLS 450 Plus or approved equivalent and add inventory probes/sensors to all of our liquid tanks, sumps, and floor sumps.
