About this opportunity

The City of Durango, Colorado is conducting a two-step prequalification process for the Florida River Raw Water Supply Pipeline Rehabilitation Project, with prequalification submissions due September 15, 2026 at 3:00 p.m. local time and questions due September 2, 2026. Only prequalified contractors will be eligible to submit competitive bids in the subsequent solicitation phase; the City anticipates prequalifying approximately three to five contractors and announcing selections during the week of October 5, 2026.

The scope involves rehabilitation of approximately nine miles of buried raw water transmission pipeline in twelve-inch, fourteen-inch, and twenty-inch diameters conveying water from the Florida River to the College Mesa Water Treatment Plant. Work will be phased across multiple years, with specific limits, schedules, and rehabilitation methods to be determined following pipeline inspection and condition assessment. Anticipated activities include pipeline cleaning, inspection, condition assessment, rehabilitation using fused continuous HDPE lining (preferred where conditions permit), cured-in-place pipe lining, pipe bursting, conventional removal and replacement, installation or replacement of fittings, valves, air-release valves, service connections, and appurtenances, pipeline testing and commissioning, and site restoration with coordination of access and shutdowns.

The City will evaluate prequalification submissions on relevant experience with comparable municipal water transmission pipeline rehabilitation projects, demonstrated experience with various rehabilitation methods, qualifications of key personnel and specialty subcontractors, past performance including quality and schedule adherence, and availability of personnel and equipment for phased projects. Submissions must not exceed ten pages and must be submitted through the Rocky Mountain E-Purchasing System at www.bidnetdirect.com/colorado; prequalification materials shall not include pricing, proof of insurance, or bonding information. Final addenda will be issued by September 7, 2026 at 3:00 p.m. All bids submitted in the subsequent phase will be binding upon submission if accepted by the City within sixty calendar days.

Installation or replacement of fittings, valves, air-release valves, service connections, and other pipeline appurtenances. 4.
