About this opportunity
The Florida Department of Health (DOH) is requesting proposals for the operation of a Florida HIV/AIDS Hotline (Hotline) to deliver information to the public on available treatment services and referral services regarding Human Immunodeficiency Virus (HIV), Acquired Immunodeficiency Syndrome (AIDS), Sexually Transmitted Diseases (STDs), and hepatitis. The contract will serve the state of Florida, specifically Leon County and Tampa City. The RFP outlines the scope of services, required deliverables, performance measures, and financial consequences for failure to meet contractual requirements. Responses are due by September 27, 2022, and a single award will be made to the responsive, responsible Respondent offering the most advantageous proposal. The initial contract term is for three years, with the possibility of up to three years of renewals. The cost proposal will be scored separately from the technical proposal, with the cost proposal worth 220 out of 660 total points.
The RFP does not allow for subcontractors, and the DOH reserves the right to not make an award. Respondents must comply with Florida's Scrutinized Companies Act and provide information about their experience, staffing, and plans for operating the Hotline, developing a website and mobile app, and delivering services. The current contract has been in place since 2015 with the incumbent provider 211 Big Bend, Inc. The DOH intends to launch the new contract on January 1, 2023 with an estimated annual budget of $264,999.96.
