Bidders must submit complete pricing for all nine commodity lines; partial bids are rejected. Equivalency documentation is required for any proposed alternate items.
Mandatory delivery is to 1009 Brunswick Road, Richmond, Maine, on or before December 31, 2026. Pricing must include all materials, treatment, manufacturing, packaging, freight, shipping, boom-truck service for off-loading, and FOB Destination delivery with no additional costs to the State. The State is exempt from federal, state, and local taxes on articles not for resale. Payment terms are net 30 upon receipt of accurate invoices referencing the contract number and pricing. No best and final offer process will be conducted; all bidders must provide best value pricing with their initial submission. The State reserves the right to request proof of compliance within forty-eight hours and may reject noncompliant bids. Contract negotiations may occur with the selected bidder at the quoted rate; if negotiations fail, the State may proceed to the next-ranked bidder or cancel the RFQ.
