About this opportunity

Pasadena Water and Power Department's Power Delivery Unit is seeking to purchase one FLIR T1020 HD Thermal Camera Kit from a qualified respondent, with proposals due October 28, 2026.

Respondents must submit a Unique Entity Identifier (UEI) from SAM.gov, a completed Declaration of Noncolusion, and federal lobbying certifications under 44 C.F.R. Part 18 and 31 U.S.C. Section 1352. The procurement is subject to the City of Pasadena's standard Terms and Conditions of Purchase Order, which requires new and unused equipment, transfer of manufacturer warranties to the City, and comprehensive compliance with federal, state, county, and local laws. For agreements exceeding $25,000, the Living Wage Ordinance applies; vendors must pay employees at the current Pasadena Living Wage rate or any applicable prevailing wage, whichever is higher. The City retains audit rights over vendor records for three years following contract termination and reserves the right to terminate for any cause or without cause upon fifteen calendar days' written notice.

The FLIR T1020 HD is specified for electrical utility applications, including predictive maintenance and diagnostics of power delivery equipment. The camera system must meet defined thermal sensitivity, image resolution, temperature measurement accuracy, and optical performance standards.

If the thermal camera or associated systems will integrate with or reside on the City's IT infrastructure, vendors must complete the Department of Information Technology Technical Questionnaire, addressing security, data management, network integration, and operational compatibility. Externally hosted solutions require compliance certifications including SSAE18 SOC 2 Type II audits; on-premises deployments must support Active Directory integration, Windows Server, patch compliance, and least-privilege access controls. The City's Pre-Deployment Certification process may require up to 30 days and must be factored into project schedules.
