About this opportunity
The Michigan State Police issued Request for Proposal (RFP) 200000001497 for the one-time purchase of a FLIR thermal imaging camera and accessories system designed for aircraft integration. The procurement seeks a high-definition multi-spectral imaging system capable of interfacing with augmented reality platforms, specifically requiring a FLIR Star SAFIRE 380-HDc stabilized turret equipped with four-axis gyro stabilization, thermal imaging with a minimum 1280 x 720 MWIR resolution, and an 1080p Electro Optic camera. Additional deliverables include a Universal Hand Control Unit, GPS antenna and cable assembly, cable installation kit, aviation adapter plate, nitrogen purge system, and replacement desiccator cartridges. The State requires manufacturers to provide a minimum one-year or 1,000-hour factory warranty, with delivery mandated within 6 to 8 weeks after order receipt to the Michigan State Police Field Support and Aviation Section in Lansing. Bidders must submit questions by 9:00 a.m. Eastern on March 27, 2020, with answers posted by March 31, 2020, and proposals must be submitted electronically through www.michigan.gov/SIGMAVSS by 9:00 a.m. Eastern on April 7, 2020. The State will award the contract to the responsive and responsible bidder offering the lowest overall price based on F.O.B. Destination terms with prepaid transportation charges.
Bidders must be either the FLIR manufacturer or an authorized FLIR distributor, with no alternate bids accepted, representing a significant restriction on eligible respondents. Two FLIR units will be accepted as trade-in with credit applied: a FLIR Ultra 7000 imager (Serial Number 5159) and a FLIR Ultra 2000 AB imager (Serial Number 200787), reducing the net procurement cost through this offset. Contractor personnel must pass fingerprint-based background checks and comply with security procedures for accessing State facilities. All bids must remain valid for a minimum of 90 days from the proposal deadline, and bidders must specify lead time for delivery and enter total bid amount in the SIGMA system with individual line item pricing on Schedule B. The RFP does not specify a stated contract award value; however, the scope of the specialized thermal imaging equipment, associated accessories, and warranty requirements suggest a substantial procurement. The State reserves the right to request samples or inspect items before award and may discontinue the RFP process at any time.
