About this opportunity

The City of Philadelphia is soliciting bids for a micro purchase of flexible silicone tumblers in orange, with bids due July 23, 2026. The procurement will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder, and sellers must quote all items to be eligible for award.

The scope is 24,000 FDA-approved silicone tumblers (500 cases at 48 units per case) designed for use in correctional facilities, behavioral health centers, segregation units, and other high-security institutional environments. Tumblers must be soft and pliable to reduce weaponization potential, resist cracking and shattering, return to original shape after bending or crushing, operate quietly when dropped, and resist stains and odors. They must be dishwasher and microwave safe, withstand temperatures from −40°F to 446°F, and hold NSF and FDA compliance and ANSI Standard #36 certification for direct food contact. Reference products include Bob Barker Item No. BBFX-TMB8 and Cooks Item No. 630-300SS; equivalent products meeting or exceeding stated specifications are eligible.

The maximum contract value is $45,000, adjusted annually by the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, to the most recently published index and rounded to the nearest one thousand dollars. The contract term is 365 days from the effective date, commencing upon issuance of a purchase order. All pricing must be quoted net and exclusive of taxes. Prices and terms remain valid for 60 days from submission.

Quotes must be submitted electronically through PHLContracts with a completed Consent and Authorization Agreement. The City requests voluntary submission of an LGBTQ Applicant Opportunity Data Form to gather diversity and inclusion information; submission does not affect bid eligibility. Sellers must maintain general liability insurance of $500,000 per occurrence and automobile liability of $300,000 per occurrence. No delivery or services shall commence until the department issues notification to proceed.
