About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, Office of Procurement Services, issued Request for Bid (RFB) 758 1800000642 to establish a Master Agreement for Setina Fleet Vehicle Equipment available to all state agencies and political subdivisions throughout Kentucky, including cities, counties, and school districts. The procurement seeks percentage discounts off the manufacturer's complete published catalog price list across five commodity groups: Vehicle Prisoner Transport Systems, Guards/Bumpers/Skid Plates, Docking Stations/Mounts/Locks/Peripheral Accessories, Cargo Storage/Trays/Lids/Boxes/Organizers, and K9 Containment Units/Accessories. Bidders may submit proposals for one or more commodity groups with the possibility of receiving multiple awards. Vendors must provide hourly installation service rates and quote all pricing on an F.O.B. Destination Freight Prepaid and Allowed basis with all associated costs including shipping, handling, and packing incorporated into total costs. Award will be based on best value criteria consisting of warranty as a mandatory pass/fail requirement (minimum three-month warranty on installation services per commodity group), discount percentage (90 points allocated to lowest bidder), and delivery time in working days after order receipt (10 points). The original closing date of May 7, 2018 at 1:30 PM EST was extended through multiple addenda to September 13, 2018 at 1:30 PM EST, with sealed bids required to be submitted to the Bid Clerk at Capitol Annex, 702 Capitol Avenue, Room 095, Frankfort, Kentucky 40601. Vendors' written questions were due by March 19, 2018, with Commonwealth responses issued on March 23, 2018. The initial contract period is one year from the award date, with four optional one-year renewal periods available.
Kentucky resident bidders are eligible for reciprocal preference equal to preferences given by nonresident bidders' home states, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and specified nonprofit entities receive preferences of either 20% or 15% of maximum points respectively as outlined in Kentucky statute. Original Equipment Manufacturers, authorized dealers, and authorized offerors are permitted to submit bids. Successful contractors must pay a 1.0% quarterly administrative fee on net sales (less returns, credits, or adjustments) to the Commonwealth within 45 days after quarter-end, and must comply with all Kentucky tax registration and certification requirements including completion of Revenue Form 10A100, certificates of authority for foreign entities, required affidavits, and EEO forms if applicable. No price increases are permitted during the first 12 months of the contract; thereafter, increases may be requested only with industry-wide price change justification and 30 days' notice. A penalty of 1% per day is deducted from invoices for each day delivery exceeds the contracted due date. Pricing must exclude federal excise tax and Kentucky sales or use tax. No specific budget range or award value is disclosed in the solicitation documents.
