About this opportunity
The St. Johns River Water Management District is seeking a contractor to provide comprehensive fleet vehicle and boat cleaning services across four district sites in Florida, including locations in Palatka, Palm Bay, Jacksonville, and Apopka. The Invitation for Bid (IFB 41468) requires a qualified vendor to perform regular washing, detailing, and maintenance services for approximately 66 light-duty vehicles and 9 boats, with cleaning frequencies of three times per month for vehicles and once every two months for boats. Key deliverables include standard exterior washing, interior vacuuming, water-repellent windshield treatments, and interior shampooing. Bidders must demonstrate at least three years of experience cleaning a minimum of 40 fleet vehicles/boats per week across multiple locations. The contract will be awarded to the lowest responsive and responsible bidder who meets all minimum qualifications. The initial contract term runs from October 1, 2025, through September 30, 2028, with two additional 12-month renewal options available. Proposals are due by September 9, 2025, and bidders must submit comprehensive documentation including business registration, E-Verify system registration, insurance certificates, and various required affidavits.
The procurement does not specify specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must provide unit pricing for all cleaning services, with all prices inclusive of travel to district locations and no additional fees permitted. The estimated budget for the initial three-year contract term is $195,000, subject to annual budget approval by the District Governing Board. The contract will cover cleaning services across four district service centers, requiring vendors to have the operational capacity to service multiple locations efficiently. Successful bidders will need to demonstrate robust operational capabilities, including reliable transportation, appropriate cleaning equipment, and the ability to maintain consistent service quality across different geographical sites. While no incumbent vendor is mentioned, the solicitation suggests a comprehensive and structured approach to fleet maintenance that prioritizes vehicle appearance, preservation, and operational readiness. The potential total contract value, including the initial term and two possible renewal periods, could approach $260,000, making this a significant opportunity for qualified fleet cleaning service providers.
