About this opportunity
The City of Commerce City, Colorado is requesting proposals for fleet upfitting services for police and emergency vehicles across three independently evaluated categories—Initial Upfits, Service/Retrofits/Small Upfits, and Parts—with proposals due September 10, 2026 at 2:00 p.m. MT. Vendors may respond to one, multiple, or all categories; joint submittals are encouraged. Awarded vendors must hold WeCV certification and maintain manufacturer authorization for required brands including Whelen, Gamber, and Setina.
The scope includes upfitting Command Tahoe, Stealth Tahoe, and Patrol Sergeant Tahoe police vehicle configurations with specified equipment and features. Awardees must provide detailed quotes within five business days of request, submit standard discount percentages off manufacturer MSRP for required and optional brands, and provide labor rates for in-shop, off-site, unscheduled/emergency, and service-call work. All awarded vendors must hold minimum insurance coverage: Commercial General Liability at $1,000,000/$2,000,000, Comprehensive Automobile Liability at $1,000,000, Garage Keeper Liability at $1,000,000, and Garage Keeper Errors and Omissions at $1,000,000. Vendors must maintain secure vehicle storage with 24/7 surveillance, provide minimum one-year full workmanship warranties, and respond to warranty claims within 48 hours with repairs completed within 10 business days unless parts are backordered.
The City intends to award contracts on a non-exclusive basis for an initial one-year term with four optional one-year renewals, subject to annual appropriation. Approximately 22 vehicle upfits are planned for 2027. Pricing must remain firm during each contract term, though vendors may request annual increases based on the Consumer Price Index or Producer Price Index. Evaluation uses qualitative criteria weighted as Experience and Qualifications (30%), Methodology and Approach (45%), and Proposed Pricing (25%). Questions are due September 1, 2026 at 5:00 p.m. MT. Interviews are anticipated for the week of October 12, 2026, with selection anticipated October 19, 2026. Contracts exceeding $250,000 require City Council approval; those exceeding $75,000 require City Manager approval.
