About this opportunity

The City of Waco, Texas is requesting qualifications from a consulting engineering firm to design and provide construction oversight for the Flat Creek Reuse Project Phase 1A at the Waco Central Wastewater Treatment Plant, with Statement of Qualifications submissions due December 1, 2026 at 2:00 p.m. Central Time and a mandatory SOQ opening via Zoom at 2:01 p.m. the same day. Questions are due October 30, 2026 at 5:00 p.m. The project is partially federally funded, triggering compliance with Uniform Administrative Requirements (2 CFR Part 200), Disadvantaged Business Enterprise requirements, American Iron and Steel requirements, and Davis-Bacon labor standards.

The scope encompasses design and construction phase services for a concrete chlorine contact basin, a low-head pump station, and a 2-million-gallon ground storage tank for industrial reuse water infrastructure. Work is organized in six phases: existing facility data acquisition, preliminary engineering report development, City review and comment, final engineering design, construction phase services, and project close-out. The selected firm must complete design within 12 months of contract execution and construction phase services within 18 months thereafter.

Submitters must be licensed to practice engineering in Texas and demonstrate experience with wastewater reuse infrastructure and federally funded water and wastewater projects. Professional Liability insurance with minimum $1,000,000 claims-made coverage is required. Mandatory compliance forms include debarments certifications, conflict-of-interest disclosures, certifications regarding energy company boycotts, firearm entity discrimination, and Israel boycotts under Texas Government Code.

Evaluation is on a 100-point scale: firm expertise and experience (50 points), project approach and methodology (40 points), and conformance with RFQ requirements (10 points). No price information is permitted in SOQ submissions. Award recommendations are anticipated in January 2027. Contracts exceeding $100,000 require Waco City Council approval. Submissions must be made electronically through Bonfire e-Procurement or by physical delivery to Purchasing Services; U.S. Mail is discouraged.
