About this opportunity
The State of Maine Division of Purchases is requesting bids on flags, with bids due December 18, 2008. The source does not specify the flag types, quantities, sizes, colors, materials, or end-use application.
Bids must be submitted using prescribed forms with separate unit prices for each item, delivered to destination with all applicable discounts included. Electronic submission is required to Room 119, 9 State House Station, State Office Building, Augusta, Maine. Bids received after the opening date and time will not be considered. Amendments may be withdrawn only by written or telegraphic notice prior to contract award.
The state reserves the right to reject any or all bids, waive formalities, accept individual items or groups of items, and increase or decrease quantities by up to 10% unless otherwise specified. Awards will be made to the lowest responsible bidder offering the best value to the state, with evaluation based on service and supply quality, specification conformance, delivery dates, and ultimate cost. Tie bids will be resolved with preference given to in-state bidders or those offering products manufactured in Maine. All transportation charges must be prepaid by the contractor unless otherwise specified. The state is tax-exempt and bidders should quote without including federal or Maine state sales and use taxes. Cash discounts under 20 days will not be considered in bid evaluation. Contractors are prohibited from assigning, subletting, or transferring contracts without written consent from the Director.
