About this opportunity

Flagler County is requesting proposals for a comprehensive review and rewrite of the Flagler County Land Development Code from qualified planning, zoning, land use, urban design, engineering, and/or legal consulting firms, with proposals due October 20, 2026 at 2:00 p.m. The project is funded with monies that prohibit local preference provisions.

The scope encompasses modernizing the County's land development regulations to align with the adopted Comprehensive Plan, improving clarity and usability of the development review process, eliminating obsolete provisions, and incorporating contemporary planning practices. The selected consultant will work collaboratively with County staff, the Planning and Development Board, Board of County Commissioners, the development community, property owners, residents, and other stakeholders throughout the project. The contract will be awarded for an initial term until project completion with no renewal options.

Pricing must remain firm for at least 120 days from the RFP opening date and include all expenses necessary to provide services at the designated location. The County will remit full payment on undisputed invoices within 45 days of receipt, with interest accruing at no more than one percent per month on invoices unpaid after 45 days. The County is exempt from state and federal excise taxes and Florida sales tax.

Award will be made based on best overall value, evaluated on approach and methodology, qualifications of the proposer and staff, zoning code samples, timeline, cost control measures, not-to-exceed fees, and technical specifications. Questions are due October 9, 2026 at 5:00 p.m. through the County's eProcurement Portal. The proposal acceptance period extends through February 25, 2027. The Contractor must maintain comprehensive insurance coverage including workers' compensation, commercial general liability, and professional liability as specified in the contract requirements.
