About this opportunity

The County of Volusia, Florida is requesting bids for fixed-wing aerial mosquito control services under ITB #26-B-136LB, with proposals due October 20, 2026 at 3:00 p.m. and questions due October 6, 2026. A local preference of 3% applies to respondents with documented permanent locations in Brevard, Lake, Orange, Osceola, Seminole, or Volusia County for at least six months prior to closing; an additional 2% is available if subcontractors performing 51% or more of the work qualify as local businesses.

The scope is aerial adulticide applications to control adult mosquitoes across Volusia County via fixed-wing aircraft. Historical treatment areas range from 43,000 to 245,000 acres annually. Award will be made to the lowest responsive and responsible bidder based on cost, past performance (requiring three references from projects completed within the last three years), technical specifications, and financial stability. Respondents are not required to complete all pricing sheet fields to be considered responsive. Price redeterminations are permitted once annually after the first year, based on documented increases in wages, fuel, or materials costs using the Employment Cost Index or Producer Price Index published by the Bureau of Labor Statistics.

The successful respondent receives an initial three-year term with two optional one-year renewal periods, contingent upon mutual written agreement and County Council approval. Payment terms provide for full remittance within 45 business days of invoice receipt, with interest accruing at 1% per month on undisputed invoices unpaid after 30 days.

Insurance requirements are substantial: workers compensation with $100,000 per disease claim and $500,000 aggregate disease liability; commercial general liability of $1,000,000 per occurrence and $2,000,000 general aggregate; auto liability of $1,000,000 combined single limit; excess liability umbrella of $10,000,000; aerial applicator aviation insurance of $5,000,000 combined bodily injury and property damage per occurrence plus $1,000,000 chemical bodily injury and property damage per occurrence; and pollution legal liability of $1,000,000. All policies require the County as additional insured on a primary and non-contributory basis with waivers of subrogation. Respondents must submit a completed Human Trafficking Attestation under Florida Statutes Section 787.06(13) confirming no use of coercion in employment. A non-mandatory solicitation opening is scheduled for October 20 at 3:01 p.m. via Microsoft Teams.
