About this opportunity
Palm Beach County, Florida's Board of County Commissioners issued a Request for Quotation (RFQ) for the establishment of a term contract to supply "cam lock" style fittings and gaskets for the Water Utilities Department. The procurement encompasses 51 line items including various coupler styles, adapters, dust caps, plugs, strainers, reducer adapters, and replacement rubber gaskets in sizes ranging from 1 to 6 inches, with estimated 12-month quantities totaling approximately 679 units. Quotations were due by April 26, 2019, at 4:00 p.m. Eastern Time and must be submitted via fax or email to buyer Colleen Cardillo. The contract award will be made on an all-or-none, total offer basis to the lowest responsive and responsible vendor, with an initial 12-month term and options to renew for four additional 12-month periods provided mutual written agreement exists and all original terms and conditions remain unchanged. All items must comply with Palm Beach County Water Utilities Department Minimum Engineering and Construction Standards (MR 61 and MR 79) from January 2017 or the latest edition, and delivery is required within 30 calendar days of receiving a delivery order to one of three specified warehouse locations in West Palm Beach, Delray Beach, or Belle Glade. Pricing must remain firm for 90 days from the opening date and continue unchanged through each renewal period. Approved manufacturers for "cam lock" style fittings and adapters are limited to P-T Coupling Company and Dixon Valve and Coupling Company, while gaskets must be sourced from one of six approved manufacturers: Toruseal by ACIPCO, Southern Mechanical Seals, Specification Rubber Products, Flange-Tyte by US Pipe, Garlock, or John Crane.
Local preference of 5 percent is available to vendors with a permanent place of business in Palm Beach County or the Glades, and Small/Minority/Women-Owned Business Enterprise (S/M/WBE) participation goals apply with preference given to certified small businesses within 10 percent of the lowest bid. The County is exempt from federal and state taxes, and payment will be made only after receipt, acceptance, and proper invoicing by the Palm Beach County Finance Department. The successful vendor retains all transportation responsibility and risk in transit, with the FOB point designated as destination. No specific budget range or award value was disclosed in the solicitation; however, the estimated quantities and scope of 51 line items across a 12-month initial term with potential four-year renewal options indicate a contract of moderate to significant value depending on unit pricing submitted by responsive vendors.
