About this opportunity
The Missouri Department of Mental Health is requesting bids for fit-for-duty examination services across three facilities—St. Louis Forensic Treatment Center-North Campus, St. Louis Forensic Treatment Center-South Campus, and Hawthorn Children's Psychiatric Hospital—with bids due October 7, 2026 at 2:00 p.m. Central Daylight Time. The Buy American Act applies, and Service-Disabled Veteran Business Enterprises (SDVEs) certified by the State of Missouri Office of Equal Opportunity and meeting a 3 percent total contract value participation requirement may qualify for a three-point bonus preference; eligible suppliers receive a 10 percent preference.
Examinations must be administered by a licensed physical therapist with a minimum of three years of experience, or by physical therapist assistants under supervision. Services are required Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding state holidays, with scheduling potentially occurring on less than 24 hours' notice. Pre-employment and return-to-duty examination results must be reported within one to two business days. The contractor must maintain liability insurance appropriate for medical services, execute a Business Associate Agreement for HIPAA compliance, and maintain background clearance equivalent to Missouri state employee standards.
The initial contract period is one year from award, with the Department holding options to renew for two additional one-year periods under identical terms and conditions. A current contract for these services exists under contract number DMH23010. Evaluation will use lowest-responsive-supplier pricing with up to 200 evaluation points. Contractors must comply with E-Verify enrollment, federal and state debarment and tax certification, and Secretary of State registration. If the contractor expends $1 million or more in federal grant funds during its fiscal year, an annual audit is required. Invoices must be submitted within 10 days of service delivery and must exclude federal and state taxes.
