About this opportunity
The state of North Carolina, specifically Orange County, is seeking a PhD-level scientist to conduct fish and decapod surveys for the FY26 Oyster Highway Project. The primary objective is to perform two comprehensive site surveys in summer and fall 2025, involving quantitative decapod counts across 12 Natural Resource Ecological Oyster Habitat (NREOH) sites using DIDSON sonar and trap sampling techniques. Bidders must demonstrate a proven track record of peer-reviewed publications focused on nekton use in oyster reef restoration sites and show familiarity with the specific restoration sites, either through previous data collection or participation in CAMA major permit 67-18. The selected contractor will be responsible for conducting statistical analyses comparing restored and non-restored areas, submitting detailed statistical and graphical reports, and leading efforts to publish project results in a peer-reviewed scientific journal. The proposal submission deadline is July 28, 2025, at 4:00 PM, with all monitoring data required to be submitted by December 31, 2025.
The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Insurance requirements are comprehensive, mandating $1,000,000 in General Liability, Automobile Liability, and Umbrella coverage, with Worker's Compensation adhering to North Carolina statutes. Vendors located within North Carolina will be required to charge 7% sales tax. While a specific budget range is not detailed, the project encompasses 12 fish/decapod surveys and 12 bivalve surveys across summer and fall 2025, with pricing to be determined by bidders. The City of Jacksonville reserves the right to waive informalities or reject any bids, and the contract will be governed by North Carolina law. Potential bidders with questions are directed to contact Pat Donovan-Brandenburg for additional information or clarification about the project requirements.
Opportunity text
Prospective bidder personnel (PhD level) will conduct two (2) NREOH site surveys, once in the summer of 2025 and once in the fall of 2025. This PhD-level scientist will make quantitative decapod counts on NREOH sites (N = 12) using a combination of DIDSON sonar and trap sampling. The scientist will also conduct statistical analyses to assess whether NREOH sites support more fishes and decapods than surrounding non-restored areas. This individual will submit statistical/graphical reports to the project team and lead an effort to publish project results in a peer-reviewed scientific journal to ensure wide dissemination of project results. Bidders/contractors must be able to demonstrate a record of peer-reviewed publications involving nekton use of oyster reef restoration sites. Bidders/contractors should also be able to demonstrate familiarity with the restoration sites through previous nekton data collection at NREOH sites or via participation in the development of CAMA major permit 67-18.
