About this opportunity
Palm Beach County Board of County Commissioners' Purchasing Department has issued a Request for Quotation (RFQ #400308R/CR) for the purchase and delivery of fish food under a term contract re-quote. The procurement seeks quotations for two primary items: floating fish food (Purina Game Fish Chow or equivalent) and sinking fish food (Purina Catfish Chow SR or equivalent), with deliveries required to two locations—John Prince Park Maintenance Compound in Lake Worth and Morikami Museum & Japanese Gardens in Delray Beach. The estimated 12-month quantities include 2,000 pounds of floating fish food and 3,500 pounds of sinking fish food for Lot #1 (John Prince Park), and 5,500 pounds of floating fish food for Lot #2 (Morikami Museum). Fish food must be delivered in 40 to 60-pound bags, fresh and free of insects and mold, with appropriate nutrient levels and plastic liners to prevent moisture intrusion. Delivery must occur within five business days of receiving a term contract delivery order, Monday through Friday excluding county holidays, between 8:00 a.m. and 2:30 p.m. at the F.O.B. destination point. Quotations must be submitted no later than 4:00 p.m. Palm Beach County local time on May 13, 2021, via fax or email, with pricing submitted as single, fixed unit prices per pound that must remain firm for 90 days from the opening date and throughout the contract term. The successful quoter will be awarded an initial 12-month contract term with options to renew for four additional 12-month periods under the same terms and conditions.
The contract will be awarded on a lot-by-lot basis to the lowest responsive and responsible quoter, with small, minority, and women-owned business (S/M/WBE) vendors within 10 percent of the lowest responsive, responsible bid eligible to receive preference for award. A 5 percent local preference applies to vendors with permanent places of business in Palm Beach County or the Glades. All vendors must be registered in Palm Beach County's Vendor Self Service (VSS) system, maintain current local business tax receipts, comply with commercial non-discrimination policies, submit to criminal history record checks, satisfy public entity crime statutes, meet e-verify employment eligibility requirements, and provide drug-free workplace certifications. Payment will be made upon receipt, inspection, and acceptance of delivered items by authorized county representatives, with invoices submitted following delivery acceptance. The RFQ does not identify any incumbent vendors or specify a budget range, though award values will be determined based on the submitted unit prices and estimated annual quantities for each lot.
