About this opportunity

The State of Maine's Division of Purchases is soliciting sealed bids for fish feeders, with bids due October 1, 2007.

The procurement follows standard Maine state purchasing conditions. Bidders may propose approved equal alternatives to specified products with supporting documentation. Unit prices must be submitted separately for each item unless the bid documents specify otherwise. The Division of Purchases reserves the right to reject any or all bids, waive technicalities, and increase or decrease quantities by up to 10 percent unless otherwise stated. Awards will be made to the lowest responsible bidder offering the best value to the State, with consideration given to quality, conformity with specifications, delivery dates, and ultimate cost. In cases of tied bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine.

All transportation charges, including freight and express delivery, must be prepaid by the contractor unless otherwise specified. The State is exempt from Federal and Maine State Sales and Use Taxes; bids should exclude these taxes. Cash discounts of less than 20 days will not be considered in contract awards due to standard accounting procedures. No contract may be assigned, sublet, or transferred without written consent from the Director. Contractors in default may be charged for excess costs incurred by the State in procuring materials from alternative sources. All manufacturers, importers, suppliers, or distributors of hazardous chemicals must provide current material safety data sheets in compliance with Maine's Chemical Substance Identification Law. Bids must be received at the Division of Purchases office in Augusta, Maine prior to the specified opening date and time; late bids will not be considered.
