About this opportunity
The City of Palm Desert is requesting information from qualified firms on feasibility study services for a regional indoor sports, recreation, and entertainment facility, with responses due October 14, 2026 at 2:00 p.m. This is an RFI, not a competitive bid, and the City does not obligate itself to proceed with the project or enter into any agreement with respondents.
The City is evaluating development of an approximately 18 to 20-acre facility on former Redevelopment Agency property within a larger 170-acre area at the northeast corner of Frank Sinatra Drive and Portola Avenue. The broader development plan includes up to 2,200 multifamily residential units, approximately 12 acres of commercial and retail uses, 24.5 acres of open space, approximately 28 acres of lighted regional sports fields, and approximately 3 acres of public facility uses; the University Neighborhood Specific Plan update is anticipated to be completed by March 2027.
The RFI seeks information on firm qualifications, relevant experience, and key expertise areas in market and financial feasibility analysis, facility planning and operations, sports tourism and recreation programming, economic impact analysis, public-private partnership (P3) structuring, funding strategies, and strategic implementation planning. Preference is given to examples involving public agencies and projects of comparable scale and complexity. Respondents should describe their experience participating in or structuring P3 arrangements and any potential interest in serving as development, financing, operating, or other private-sector partners. Responses must be submitted electronically through the City's OpenGov Procurement portal and should address accessible reporting formats compliant with Title II of the Americans with Disabilities Act and Web Content Accessibility Guidelines standards.
The RFI does not request pricing or fee proposals at this stage. The City has attached three feasibility studies completed between 2024 and 2025 indicating facility cost estimates ranging from approximately $50 million to $275 per square foot for 200,000 square feet, with projected annual economic impact of $46 million to $49.9 million. Questions are due September 30, 2026.
