About this opportunity
The Palm Beach County Board of County Commissioners, Purchasing Department, has issued Request for Quotation (RFQ) #300556/AW for the purchase and delivery of firewood under a term contract, with a submission deadline of August 13, 2018, at 4:00 p.m. local time. The County seeks firm fixed pricing for oak and pine barkless hardwood firewood with an estimated annual quantity of 900 bundles, sized 3" to 5" in width and 12" to 15" in length, packaged in approximately 32" diameter x 16" long bundles (0.75 cubic feet) that are shrink-wrapped with handles for easy carrying. Firewood must be delivered on pallets with protective banding, uniformly packaged with low moisture content and no chemicals added, with delivery required within ten calendar days of receiving a delivery order and a minimum order quantity of 150 bundles per purchase order. The contract term shall be twelve months or until the estimated amount is expended at the County's discretion, with a renewal option for four additional twelve-month periods upon mutual written agreement, subject to Board appropriation and original pricing terms. Pricing must be submitted as a single, fixed unit price per bundle with no escalation clauses, and prices shall remain firm for the initial term and any renewal periods. All pricing must include supervision, labor, equipment, materials, transportation, and other necessary services, with the lowest responsive and responsible bidder receiving the award on an all-or-none, total offer basis. Responses are acceptable via fax or email submission.
Palm Beach County applies a 5% local preference to quoters with a permanent place of business in Palm Beach County or the Glades, with preference determined by valid Business Tax Receipt and completion of the Certification of Business Location form, and a 5% Small Business Enterprise (SBE) preference may be applied to SBE-certified vendors within 10% of the lowest responsive bid. Vendors must register in the County's Vendor Self Service system and maintain a valid Business Tax Receipt, with failure to comply with specifications resulting in rejection and return of non-conforming items at vendor expense. The County is exempt from federal and state taxes and will not accept delivery without a duly authorized purchase order. No incumbent vendors or existing contractors are identified in the procurement documents. Based on the estimated annual quantity of 900 bundles, the contract value depends on the unit pricing submitted by vendors, with the total contract value potentially extending across the initial twelve-month term plus four optional renewal periods if exercised by the County.
