About this opportunity

The Housing Authority of the City of Bridgeport (operating as Park City Communities) is soliciting bids for accessibility upgrades at Fireside Apartments, with bids due November 17, 2026 at 11:00 AM via eProcurement Marketplace and a pre-bid conference and worksite walkthrough on October 28, 2026 at 10:00 AM at 75 Stewart Street, Bridgeport, Connecticut.

The scope encompasses comprehensive construction work to upgrade accessibility at two locations: 730 Palisade Avenue and 75 Stewart Street in Bridgeport. Detailed project specifications and drawings are in Attachments H and H1. The contractor must obtain all required permits and maintain current licensing from the City of Bridgeport and State of Connecticut. Work is subject to Davis-Bacon Federal wage rates for construction work exceeding $2,000 and Build America, Buy America Act compliance for projects over $250,000. Section 3 employment requirements are applicable if determined at time of contract execution.

The contract is priced as a single firm-fixed fee with no escalation permitted except for Agency-approved change orders addressing unforeseen conditions. Progress payments will be made at 30-day intervals based on percentage of work completed, with 5 percent retainage withheld from each payment and returned upon final acceptance. The contract term is 180 calendar days from Notice to Proceed, with work conducted Monday through Friday, 8:30 AM to 5:00 PM ET. The Agency reserves the right to terminate for convenience with 10 days' written notice.

For bids exceeding $100,000, a bid bond of 10 percent of bid price is required. Successful bidders must provide either a performance and payment bond for 100 percent of contract price, separate bonds each for 50 percent or more, a 20 percent cash escrow, or a 25 percent irrevocable letter of credit. Insurance requirements include workers' compensation, general liability with the Agency named as additional insured ($1,000,000 minimum each occurrence), and automobile insurance ($1,000,000 combined single limit).

Questions are due November 6, 2026 at 4:30 PM. Public bid opening and notification of the apparent low bidder will follow submission, with additional documentation required within 5 days of notification.
