About this opportunity
The Maryland Department of Information Technology is soliciting proposals for FireMon software licenses and related services under Purchase Order Request for Proposals FC0003423, with proposals due October 1, 2026 at 2:00 p.m. This procurement is restricted to Master Contractors already awarded contracts under the Commercial Off-the-Shelf Software (COTS 2012) program (060B2490021) — a mandatory cooperative-purchasing vehicle that filters eligibility.
The scope includes multiple FireMon license types: one Application Server Software license with Annual Subscription Software License and Support (Silver level), four System and Lifecycle Monitors, one Manufacturer's Management Console HA license, one standard Manufacturer's Management Console license, 70 Small Office Manager Security Module licenses for HA scenarios, and 70 Small Office Manager Security Module licenses for standard monitoring. The tool must normalize Palo Alto data, assess overly permissive firewall rules, identify shadow and covering rules, recommend optimal rule ordering, and create custom controls for departmental audit purposes.
Place of performance is 100 Community Place, Crownsville, Maryland 21032. Pricing must be provided on a per-year basis with all proposed pricing valid for at least 90 days following the bid due date. Master Contractors must be authorized resellers for FireMon and must submit a Letter of Authorization from the manufacturer or distributor along with screenshots of the Manufacturer's Suggested Retail Price. Bidders must supply all software licensing agreements, End User License Agreements, Enterprise License Agreements, and Acceptable Use Policies expected to bind the State.
Award will go to the responsive and responsible Master Contractor offering the most advantageous proposal based on price. Invoicing requires submission to doitfiscal.invoiceservice@maryland.gov, with one-time items billed within 30 days of acceptance and annual items billed on the anniversary of the first invoice.
