About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Military Affairs, is requesting bids on firefighter turnout gear (coats, pants, gloves, and Nomex hoods) for the Air Guard Fire Department under RFB 758 2700000049, with bids due August 28, 2026 at 1:30 p.m. Eastern Time. All items must comply with NFPA 1970 standards verified by manufacturer certification stamps. Kentucky resident bidders and qualified bidders (Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit organizations serving individuals with disabilities) receive reciprocal preferences of up to 20 percent of maximum available points.

The scope includes turnout coats, pants, gloves, and Nomex hoods available in multiple sizes from small to extra-extra-extra-large, with customization options including coat-tail lettering up to 12 characters and pants tailoring for waist and inseam measurements. Bidders must provide unit pricing for each item category in all available sizes or face rejection; vendors unable to supply all line items and sizes will be disqualified.

Award will be made on a best-value basis with 90 points allocated to price (lowest bidder receives maximum points) and 10 points for delivery performance, measured in working days after receipt of order. The initial contract term is one year from award, with four optional two-year renewal periods subject to written agreement and potential renegotiation. Pricing must remain firm for the first 12 months; price increases are permitted only after 12 months upon written request with supporting documentation of industry-wide changes. All shipments are F.O.B. Destination Freight Prepaid and Allowed. Vendors must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate and provide proof prior to award. Responses must be submitted electronically through the Commonwealth's eProcurement system; vendor registration is required at least 24–48 hours prior to closing. Written vendor questions were due August 19, 2026. Contact Stephanie Durr at 502-564-6521 for additional information.
