This is a re-solicitation of a previous RFB that closed without award on December 29, 2025. The procurement seeks 13 distinct line items of tactical equipment in Ranger Green color, including MOLLE hangers (14 units), MD2 Compact Trauma Kits (14 units), AG3 Placards with Wide Admin Pouches (14 units), K19 Plate Carriers 3.0 (14 units), Pincer Pistol Double Pouches (28 units), Agilite General Purpose Pouches (14 units), Mag-Release Dump Pouches (14 units), Agilite Tourniquet Holders (14 units), AG1 5.56 Single Mag Pouches (14 units), and Magnetix Battle Belts in small (1 unit), medium (2 units), large (6 units), and extra-large (5 units) sizes, with no substitutions permitted. All items are classified under commodity code 68008 for Police Protection Equipment. The initial contract period is one year from the date of award, with an option to extend for four additional two-year renewal periods by mutual written agreement. Vendors must submit all line items electronically through the Commonwealth's eProcurement system; failure to bid all items will result in a non-responsive designation. Written questions are due January 20, 2026, at 10:00 AM ET, with bids closing January 28, 2026, at 1:30 PM ET. Award will be made on a best value basis using price (90 points) and delivery time in specific working days (10 points), with a one percent per-day penalty for late delivery. All quoted prices must exclude federal excise taxes and Kentucky sales and use taxes, and delivery must be F.O.B. Destination Freight Prepaid and Allowed to the Department of Criminal Justice Training at 4449 Kit Carson Drive, Richmond, Kentucky 40475.
Kentucky resident bidders receive reciprocal preference equal to preferences granted by the bidder's home state, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualifying nonprofit organizations employing individuals with severe disabilities for at least 75 percent of direct labor hours receive preferences of 20 and 15 percent respectively of maximum points. Bidders must provide proof of Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate prior to award, with the Commonwealth named as additional insured. Automobile Liability Insurance of $1,000,000 combined single limit is required if the contractor will deliver items or perform on-site services. All bidders must execute the required Annual Affidavit and Other Affidavits document under penalty of perjury, confirming compliance with Kentucky campaign finance laws and, for resident bidders, authorization to conduct business in Kentucky, filing of corporate income taxes, payment to the Kentucky unemployment insurance fund, and maintenance of workers' compensation coverage. No specific budget amount or funding allocation is disclosed in the solicitation documents, and no incumbent vendors or current contractors are identified.
