About this opportunity
The Commonwealth of Kentucky's Department of Criminal Justice Training, on behalf of Johnson County, is seeking competitive bids for firearms training gear equipment through Request for Bid 758 2600000277. The procurement encompasses 13 line items totaling 143 individual units of tactical equipment specified in Ranger Green color, including MOLLE hangers, trauma kits, plate carriers, ammunition pouches, and battle belts in multiple sizes (Small, Medium, Large, and Extra Large), with all items subject to "no substitutions" requirements. The Master Agreement will be awarded for an initial one-year contract period with optional renewal provisions allowing for four additional two-year periods, subject to written approval by all parties and potential renegotiation of terms. All bidders must be registered in the Commonwealth eProcurement System via the Vendor Self Service System at https://vss.ky.gov at least 24-48 hours prior to submission, and bids must be submitted electronically through this system; paper bids are not acceptable. Evaluation will be conducted using a best value ranking approach with price weighted at 90 points and delivery time in working days weighted at 10 points, for a total of 100 points, with the lowest-priced bidder receiving maximum points and subsequent bidders scored proportionally. Vendors' written questions are due by December 15, 2025, at 10:00 AM ET, with bids closing on December 29, 2025, at 1:30 PM ET. Pricing must be submitted on an F.O.B. Destination Freight Prepaid and Allowed basis, excluding federal excise taxes and Kentucky sales or use taxes, with no price increases permitted during the first twelve months; thereafter, increases require thirty days' written notice and proof of industry-wide price justification. A one percent per-day deduction from invoices applies for each day delivery is missed.
Kentucky resident bidders receive reciprocal preference, and qualified bidders including Kentucky Correctional Industries receive additional preferences in the award evaluation. All bidders must submit proof of Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate prior to award, along with a completed Kentucky Tax Registration Application (Revenue Form 10A100) and required affidavits. Bidders claiming resident bidder status must demonstrate authorization to conduct business in Kentucky and proof of one year of continuous Kentucky corporate income tax filing, unemployment insurance fund payments, and active workers' compensation coverage as of the contract advertisement date. Qualified nonprofit organizations and agencies serving individuals with severe disabilities must maintain seventy-five percent of direct labor hours for disabled individuals and remain registered in good standing with the Kentucky Secretary of State. All bidders must execute a mandatory campaign finance attestation under penalty of perjury, effective for one year from execution and governed by Kentucky Revised Statutes 45A.110 and 45A.115. No incumbent vendors, current contractors, or specific contract value ranges are identified in the solicitation documents. Equipment will be shipped to and billed to the Department of Criminal Justice Training located at 4449 Kit Carson Drive, Richmond, Kentucky 40475.
