About this opportunity
The State of Washington's Department of Commerce is soliciting proposals for community-based firearm violence intervention, prevention, and planning projects through a Request for Proposals (RFP) with a total budget not to exceed $8 million. The RFP is focused on addressing racial, economic, and social disparities in communities disproportionately impacted by the "war on drugs," particularly Black, Indigenous, and Latino individuals and communities in Clark, King, Pierce, Snohomish, Spokane, and Yakima Counties. Eligible proposers must have experience providing services to these targeted communities and demonstrate the ability to implement evidence-informed, data-based, and culturally relevant interventions, prevention programs, or planning projects. Proposals are due on April 22, 2024, and the contract period is tentatively scheduled to begin on May 24, 2024 and end on June 30, 2025, with the possibility of two one-year extensions.
The Department of Commerce has goals for participation by minority-owned, women-owned, veteran-owned, and small businesses, and will prioritize proposals from organizations that are "By and For" the targeted communities. Funding is available on a reimbursement basis, and proposers must collect and pay applicable state sales and use taxes. There are no listed incumbent vendors or current contractors, and no existing infrastructure or technology that requires integration. The award values are not specified but are expected to align with the $8 million total budget.
Opportunity text
As laid out in the Community Reinvestment Plan, data demonstrates that in our state, those most impacted by the war on drugs are Black, Indigenous, and Latino individuals and communities. Geographically, the most impacted counties are; Clark, King, Pierce, Snohomish, Spokane, and Yakima. These communities and counties will be prioritized, but not exclusively, for the distribution of awards under this RFP and for the community reinvestment funds.
