About this opportunity
The County of San Mateo's Department of Public Works is seeking a single contractor to provide comprehensive fire suppression system services across various county facilities. The procurement involves testing, maintenance, inspection, certification, and repair of fire suppression systems, including components such as fire pumps, valves, backflow preventers, piping, sprinkler heads, standpipes, engineered suppression systems, and foam systems. The estimated system inventory includes 12 sprinkler systems spanning 24 zones, 1 HI-FOG mist system, 85 hydrants/standpipes, and 15 engineered systems. Contractors must hold a valid C-16 Fire Protection Contractor license and demonstrate a minimum of four years of similar service within the past seven years, with all technicians required to possess valid federal and state-mandated licenses and certifications. The evaluation process will be conducted in two phases: Phase 1 will assess technical qualifications (35 points), response time and availability (15 points), and firm and team qualifications (25 points), while Phase 2 will evaluate pricing (25 points). Key procurement dates include a question deadline of December 23, 2025, at 2:00 pm, proposal submissions due January 6, 2026, at 2:00 pm, potential interviews on January 13, 2026, and an anticipated contract award date of February 10, 2026.
The procurement includes a Procurement Preference for Local Businesses Ordinance that may provide advantageous considerations for local vendors. Contractors must be registered with the System for Award Management (SAM.gov) and comply with Levine Act disclosure requirements if selected. The contract will have a maximum term of five years with an aggregate fiscal obligation not to exceed $1,000,000, with separate task orders to be issued as needed throughout the contract period. Successful contractors must maintain comprehensive insurance, including $1,000,000 in general liability coverage, and comply with various regulatory requirements such as HIPAA, Americans with Disabilities Act, and San Mateo County's Living Wage Ordinance. The County reserves the right to reject any or all proposals, waive minor irregularities, and procure services through alternative means. Pricing will be submitted on a line-item basis, including unit costs for emergency and non-emergency labor rates, materials/parts markup, and specific repair services for fire sprinkler, fire extinguisher, and fire pump systems.
