About this opportunity
The City of South Lake Tahoe is requesting proposals for Owner's Representative and Construction Management services for Fire Station #3, a new facility to support 24/7 Engine Company operations with ambulatory and equipment-storage capacity, with proposals due July 17, 2026 at 5:00 p.m. Pacific Daylight Time.
The scope spans pre-design through construction closeout, with the selected consultant serving as the City's trusted advisor. The facility must accommodate fire-hardened design standards for wildland-urban interface resilience and comply with TRPA, CEQA, Caltrans, and Lahontan RWQCB regulations. Project objectives include operational excellence, staff wellness and mental health integration, scalability for future expansion, and environmental sensitivity to Lake Tahoe Basin context.
Proposals are limited to 20 pages and must be submitted in two parts: a technical proposal (Items A–D) submitted electronically via PlanetBids, and a sealed fee proposal (Item E) delivered separately to the Department of Public Works. The City will evaluate technical proposals first, rank qualified firms, and open the fee proposal only of the highest-ranked firm for negotiation. Technical evaluation weighs project team and key personnel at 35%, approach and work plan at 30%, and qualifications, experience, and references at 35%.
All proposers must acknowledge acceptance of the sample professional services agreement and insurance requirements, provide conflict-of-interest statements, and submit references for similar projects. Required insurance includes workers' compensation, commercial general liability at $1,000,000 per occurrence, automobile liability at $1,000,000 combined single limit, and professional liability/errors and omissions at $1,000,000.
The contract term is initially one year with possible extensions. Compensation will be negotiated after selection. Questions are due June 26, 2026. Proposals must remain valid for 180 days from the due date.
