About this opportunity
The City of Edinburg Fire Department is requesting proposals for design, engineering, permitting, and installation of complete fire sprinkler systems at two municipal fire stations, with proposals due August 25, 2026 at 3:00 p.m. and questions due August 19, 2026 at 12:00 a.m. The project is federally funded through the Federal Emergency Management Agency (FEMA) and subject to 2 CFR Part 200 & Appendix II, the Davis-Bacon Act (with Department of Labor wage decision TX20260003 applicable), and the Build America, Buy America Act — compliance requirements that filter eligible bidders.
Station 1 (18,000 square feet at 212 W. McIntyre Street) requires retrofit and expansion of an existing partial sprinkler system with overhead coverage, smoke and carbon monoxide alarm integration, and ceiling tile replacement. Station 3 (6,000 square feet at 1221 E. University Drive) requires a comprehensive new turn-key system with dedicated riser, backflow preventer, main drain, inspector's test valves, fire alarm integration, and underground connections to the existing 6-inch city water line. The contractor must provide design, plans, and hydraulic calculations; apply for and obtain all permits at no charge; conduct a 2-hour, 200 psi hydrostatic test witnessed by the local fire marshal; and bear out-of-pocket costs for any reinspection fees resulting from failed inspections or missed appointments.
Evaluation is scored on a 100-point scale: proposed price (50 points), qualifications and experience with similar prior projects (20 points), years in business (5 points), team and subcontractor resumes (5 points), three reference letters from similar projects (10 points), and five past performance evaluation forms from previous owners (10 points). Pricing must be itemized separately by station and broken down between design/engineering and materials/labor components.
For contracts exceeding $25,000, bidders must provide a bid bond at 5 percent of bid price, a performance bond and payment bond each at 100 percent of contract price, and a warranty bond at 15 percent of final contract price. Insurance requirements include workers' compensation (statutory limits), commercial general liability ($500,000 general aggregate), automobile liability ($500,000 combined single limit), umbrella/excess liability ($250,000 per occurrence), and professional liability ($500,000 per claim if design services are provided). Respondents must be registered in the System for Awards Management (SAM) database with an active Unique Entity Identification (UEI) number and must not be debarred, suspended, or excluded from federal assistance. The City reserves the right to hold proposals for 90 days and award one or no contract.
