About this opportunity
Parkway School District in Missouri is conducting a competitive sealed bid procurement for fire sprinkler services (Bid Number 26-106R) to be provided on an as-needed basis at various district-wide locations. The scope of work encompasses annual testing and inspection of existing fire sprinklers in compliance with municipal code, installation of new or renovated fire sprinkler piping and appurtenances, and repair or replacement of components including sprinkler heads, hoses, hose reels, fire hydrants, pumps, valves, exterior underground fire protection piping, and interior fire sprinkler and standpipe systems. The contract is structured as a blanket services agreement with an anticipated three-year duration, renewable annually at the District's sole discretion without penalty. Qualified contractors must submit sealed bids electronically through the Parkway Schools BonfireHub portal (https://parkwayschools.bonfirehub.com/) no later than May 4, 2026, at 2:00 p.m. CDT, with public bid opening and reading scheduled for the same date and time at the District Operations office in Chesterfield. Pricing is based on unit prices for labor categories including project managers, foreman sprinkler fitters, journeyman and apprentice sprinkler fitters, laborers, sheet metal workers, and clerical staff for both regular time and overtime work, with contractors required to provide separate charges for bonds, equipment rental, and material markups. Required qualifications include submission of a Contractor's Qualification Statement (AIA Document A305), financial documentation not older than twelve months, and compliance with Missouri prevailing wage requirements (minimum $82.64 per hour for sprinkler fitters in St. Louis County building construction). The District will evaluate bids based on the "lowest and best" bid while considering how well items meet specifications, the vendor's ability to supply all or most items required, commitment to maintain sufficient inventory, prior experience, and financial strength.
All bidders must comply with federal work authorization requirements, specifically enrollment and active participation in the E-Verify program for all employees working on contracted services, with E-Verify documentation required prior to or contemporaneously with contract execution. Contractors and all subcontractors must comply with OSHA ten-hour construction safety training requirements and substance abuse testing protocols, with training to be completed within 60 days of beginning work. Performance and payment bonds in 100% of contract value are required within seven days of Notice to Award, and no subcontractor markup is permitted, with all subcontracted work costs included in the labor category rates. The anticipated Notice to Proceed is May 14, 2026, with substantial completion targeted for May 14, 2027. The District estimates approximately $150,000 in spending over the first year and reserves the right to terminate the agreement for convenience after the first year or for cause at any time with appropriate notice. No incumbent vendors or existing contractors are identified in the bid documents, and the procurement was publicly advertised in the St. Louis Countian for two consecutive weeks in compliance with Missouri state law for projects exceeding fifteen thousand dollars in anticipated expenditure.
