About this opportunity

Huron Valley Schools, in partnership with the CoPro+ cooperative purchasing program managed by the Public Procurement Institute of Michigan, is requesting qualifications for statewide fire safety inspection, testing, maintenance, and repair services across Michigan under RFQu HV-936-04062026, with proposals due August 18, 2026 at 12:00 p.m. Eastern Time (extended via Addendum 1 from the original July 20 deadline). The solicitation establishes a pre-qualified vendor pool available on an as-needed basis to school districts, municipalities, and non-profit organizations throughout Michigan.

Services cover fire alarm systems, fire extinguishers, and fire suppression systems in compliance with NFPA standards. The scope spans 19 Huron Valley Schools facility locations across 10 regional service areas. Contractors must be Michigan-licensed, provide 24-hour emergency response within four hours, maintain adequate staffing to dispatch two technicians simultaneously, and comply with the Contractor Code of Conduct and all federal, state, and local safety regulations.

Pricing must be submitted as firm, fixed rates on an F.O.B. Delivered/Destination basis with Net 30 payment terms, excluding sales tax and federal excise tax where applicable. Detailed pricing is required for fire extinguisher inspection, recharge, and hydro-test services by unit type; flat-rate annual inspections per school location; semi-annual clean agent system inspections; repair labor rates; parts and materials markup percentages; and emergency service call rates. Awarded vendors must remit a 2.0 percent administrative fee to PPIM.

Minimum qualifications include three customer references for equivalent services performed for a minimum of three years within the past five years and a detailed description of company services with normal scheduling timelines. Evaluation criteria are experience of firm (25 points), qualifications of assigned team (25 points), references (25 points), and attention to requirements (25 points); proposals scoring 80 or more points are eligible for award. The master agreement will carry an initial three-year term with two optional one-year renewal periods, with award anticipated in September 2026. A second question deadline is August 4, 2026 at 12:00 p.m. Eastern Time, with answers posted by August 6. Proposal opening occurs via Microsoft Teams on August 18, 2026 at 12:10 p.m. Eastern Time.
