About this opportunity

The Missouri Department of Conservation is soliciting bids for the procurement of 1,600 fire rakes through an Invitation for Bid (IFB) process. Each fire rake must meet specific performance requirements, including a 48-inch handle constructed from ash, hickory, or comparable wood and flexible round tines measuring 12-16 inches in 11-gauge oil tempered spring steel. Bid responses must be submitted electronically via MissouriBUYS, powered by MOVERS, or by mail to buyer Jessica Andres no later than January 14, 2026, at 2:00 PM Central Time. All fire rakes must be delivered and unloaded at the Missouri Department of Conservation Rural Forest Fire Equipment Center in Lebanon, Missouri, by April 30, 2026, with all shipping costs included in the quoted price on an FOB Destination, Freight Prepaid and Allowed basis. The contract period extends from the date of award through May 15, 2026. Evaluation is conducted on cost alone, with points assigned using a formula that divides the lowest responsive supplier's price by compared suppliers' prices and multiplies by a maximum of 200 cost evaluation points. No pre-bid conference or site visit is scheduled.

The procurement includes several incentive programs and set-asides to encourage participation from specific vendor categories. Suppliers offering goods manufactured or produced in the United States receive a 10 percent price preference under the Domestic Products Procurement Act. Additionally, suppliers may earn five to fifteen bonus points for commitments to participation by Organizations for the Blind or Sheltered Workshops representing either $5,000 or 2 percent of total contract value, or for Service-Disabled Veteran Business Enterprises representing at least 3 percent of contract value. All bidders must demonstrate tax compliance with the Missouri Department of Revenue, maintain proper registration with the Missouri Secretary of State, and comply with all applicable Missouri state and federal laws. Payment terms are Net 45 days upon receipt of a valid invoice and acceptance of goods by the Department. No incumbent vendors or budget range is specified in the procurement documentation.
