Portsmouth Public Schools in Portsmouth, Virginia is requesting proposals for fire protection systems testing, inspection, and maintenance services across 27 school facilities, with proposals due July 6, 2026 at 2:00 PM and mandatory site visits June 16–18, 2026. M/WBE subcontracting with a 5% goal of total contract value is required; all M/WBE forms must accompany proposals to avoid non-responsive designation.
The scope encompasses full-service coverage including testing and inspection of fire alarm systems per NFPA 72 (equipment includes Simplex 4010, DSC 4020, Notifier, Secutron, Edwards EST3X, and Ademco panels), sprinkler systems per NFPA 25, portable fire extinguishers per NFPA 10, kitchen hood suppression systems per NFPA 17A, and emergency lighting per NFPA 101. School locations range from 18,683 to 280,812 square feet. Pricing must be all-inclusive, covering annual service fees, labor at normal and night/weekend rates, parts at list cost minus negotiated discount, and per-site testing and inspection costs. The contract term runs from award through June 30, 2028, with three one-year renewal options.
Contractors must hold a Virginia Class A Contractor's license with FAS, FSP, SPR, FAE, and ESC classifications, maintain a local staffed office with 24/7 emergency service capability, employ at least 15 technicians with minimum five years' experience, and maintain two NICET-certified personnel at the highest level in fire alarm protection. Normal service calls require 24-hour response; emergency calls require two-hour response. Contractors must provide 16 man-hours of annual training and furnish annual equipment inventories in Excel format.
Evaluation criteria allocate 40 points to qualifications, experience, and background; 30 points to methodology and work plan; and 30 points to price. Questions are due June 19, 2026 at 5:00 PM. Portsmouth Public Schools reserves the right to make multiple awards and may cancel the RFP at any time. M/WBE certification is accepted from Virginia's Department of Minority Business Enterprise, Women Business Enterprise Council, and Carolina-Virginia Supplier Diversity Council. Debarment certification and Contractor Employee Background Certification forms are mandatory; bidders unable to provide full debarment certification must submit written explanation.
