About this opportunity

The Texas Health and Human Services Commission (HHSC) is requesting bids for fire protection system maintenance services at San Antonio State Hospital (SASH), with bids due August 28, 2026 at 10:30 a.m. Central Time, and a questions-and-clarifications deadline of August 19, 2026. Both HHSC and the Department of State Health Services (DSHS) are entitled to use any resulting contract.

The scope encompasses fire protection system maintenance including damper tie-in and re-inspection testing for fire/smoke and floor applications in compliance with FPA 80 (Fire Dampers), NFPA 105 (Smoke Dampers), and NFPA 92 (Smoke Control Systems). Bidders must demonstrate two to five years of relevant experience and submit a minimum of three verifiable references for similar services completed within the past two to five years.

The contractor must maintain comprehensive insurance coverage: workers' compensation, commercial general liability of $1 million per occurrence, commercial automobile liability of $1 million, professional liability of $1 million, and umbrella liability of $1 million. All personnel require background checks, uniforms, and identification badges. A minimum of two 24-hour emergency contacts must be provided. Compliance with the Immigration Reform and Control Act verified through E-Verify is mandatory.

Pricing must be submitted as firm, fixed prices on Exhibit C for all labor, equipment, materials, and supplies. Price adjustments are permitted only at HHSC's discretion, correlated with the Consumer Price Index or Federal Minimum Wage increases. Services outside regular business hours (8 a.m. to 5 p.m. Central Time) require written approval and separate invoicing at a specified outside-hours rate.

The anticipated contract start date is the award date, with an initial term through August 31, 2026, and HHSC reserves the right to extend for up to one additional year. The IFB does not guarantee any volume or compensation. Evaluation criteria are bidder qualifications, ability to meet performance requirements, and price, with award made on best-value basis. Bids are accepted only in US dollars. Failure to submit required exhibits—Exhibit A (HHS Solicitation Affirmations), Exhibit D (Bidder Reference Form), and any Addendum Acknowledgement Forms—will result in disqualification. Bidders may submit in-person to PCS at 1100 W. 49th Street, Austin, or electronically through the HHS Online Bid Room.
