About this opportunity

The City of Pasadena Fire Department is soliciting competitive bids for a comprehensive fire personnel uniform procurement contract covering approximately 170 fire personnel. The contract requires a vendor to provide a robust online ordering system with capabilities for employee management, product offering management, and allotment tracking, while supplying Class A, Class B, and Urban Search and Rescue (USAR) uniforms. Vendors must have at least one retail location in Los Angeles County and provide on-site customized fittings to ensure proper uniform sizing and adherence to National Fire Protection Association (NFPA) standards. The bid was released on March 30, 2023, with proposals due by 2:00 pm on April 13, 2023. The contract will have an initial five-year term with no optional extension periods, and award will be made to the lowest responsive and responsible bidder. Evaluation criteria will include pricing, vendor capabilities, online platform functionality, and ability to meet detailed uniform specifications across multiple categories and sizes.

The procurement opportunity appears to emphasize local and federal compliance requirements, including provisions for Section 3 hiring practices, which prioritize employment opportunities for low- and very low-income persons. Bidders must submit comprehensive documentation including a Unique Entity Identifier (UEI), equal employment opportunity certifications, and HUD federal compliance forms. While specific budget ranges are not explicitly detailed, the scope suggests a significant uniform procurement investment covering approximately 160 items in most uniform categories and 30 USAR-specific items. Vendors must demonstrate ability to comply with multiple federal and local regulatory requirements, including workforce diversity guidelines, labor standards provisions, and non-collusion declarations. The contract requires vendors to provide a secure, flexible uniform management system that can support the Pasadena Fire Department's specific operational needs while meeting comprehensive administrative and logistical requirements.
