About this opportunity

San Mateo County is requesting proposals for certified fire inspection professionals — Fire Plan Examiners, Fire Inspector I, and Fire Inspector II — to support the San Mateo County Fire Department under RFP 2027-RFP-00121, with proposals due November 2, 2026 at 3:00 p.m. Questions and contract exception requests closed October 13, 2026. The County reserves the right to award multiple contracts.

Minimum qualifications require three or more years of similar services within the last seven years, an account manager with two years of experience within the last five years, and System for Award Management registration. Proposers must submit technical proposals covering firm and team qualifications, references, project approach, scope of work with tasks and milestones, proposed schedule, innovations, performance measures, and a separate fee proposal. All field inspection results must be submitted within two days of completion.

Phase 1 evaluation weights firm qualifications at 50 points, team qualifications at 30 points, and price at 20 points. Phase 2 applies preferential points: five percent for Local Businesses or Local Non-Profits, with an additional three percent for Small Businesses or Small Non-Profits, or five percent for Micro Businesses or Micro Non-Profits, for a maximum of ten percent preference combined.

The agreement term is two years with one optional one-year extension exercisable at the County's sole discretion upon thirty days' written notice. Scope encompasses plan review, permit processing, inspections, construction fire inspection services, fire safety review, fire marshal technical advisory services, and specialized fire protection engineering and code consulting services. The County will not be responsible for late submissions due to internet or eProcurement portal failures. All work products become exclusive County property.
